Consumers across America deserve the option of E15 all year long. Here in South Dakota, we appreciate the opportunity to save money at the pump and believe that’s a universal sentiment. Corn farmers want corn utilization. Americans want affordability and their cost of living concerns addressed.
We are excited about the possibilities of selling South Dakota corn ethanol into the California market; however, several issues remain that need to be resolved to help ensure that market demand for E15 is unimpeded.
The U.S. Department of Agriculture’s Economic Research Service estimates that per-capita consumption of High Fructose Corn Syrup has decreased by more than 40% since 2000.
Recently, the EPA granted a number of Small Refinery Exemptions, which allow eligible refineries that show disproportionate economic hardship to forgo their Renewable Volume requirement under the Renewable Fuel Standard for a particular year.

Input prices are high, while at the same time soy and corn prices are low with recent basis in the upper Midwest uniquely problematic, as analyzed by the North Dakota State University (NDSU) Center for Agricultural Policy and Trade Studies in its September 2025 Agricultural Trade Monitor publication, “Soybean Basis Hits Record Low Amid Zero New-Crop Sales to China”.
Rather than attempting to influence the market by importing beef from Argentina, lets strengthen trade relations with trusted partners and reduce excessive tariffs that hinder these relationships.
Recently, President Claudia Sheinbaum publicly indicated support for opening the biofuel industry in Mexico. This positive development came as several Executive Directors from various corn states were in-country on a U.S. Grains and Bioproducts Council export mission trip.
